The area between Phoenix and Tucson, however, is where the growth is expected to be, should it actually occur. It is difficult to see how the proposed Bypass would help the traffic in this area.
In fact, since one of the major selling points is the rerouting of traffic coming from (and going to) California and New Mexico, the essential question is how much growth those areas are expected to have.
