It is clear from this graph that substantially all the traffic in Tucson and in Phoenix is locally generated. Only 10,000 vehicles per day cross the New Mexico border. In Tucson 70% of the traffic at the Congress street exit has entered I10 between Marana on the northwest and Houghton Road on the south east. The percentage of local traffic in Phoenix is even higher.
