The count of 10,000 vehicles per day is the current ADOT count of vehicles entering or leaving the state at the New Mexico border. It is patently unreasonable to expect that all of them would want to bypass Tucson and Phoenix. This leaves us a little leeway for growth of traffic in the future.
Similarly, one might argue about the interest rate, but this appears sensible when interest rates over the past 20 years are examined.
